Balak, King of Moab, tried without success to convince Balaam to curse Israel. Later, Balaam advised the Moabites to entrap the Israelites in idolatry and immorality. (Num 25:1)
People from all over the Roman empire used to go to Pergamum to seek healing. When Balak decided to offer the land to the Romans, the later did not hesitate to take it. They needed a foothold in Asia Minor. Sacrifices were offered at the highest peak of Pergamum. The sick came for healing. They believed that snakes could heal them. So the officials would release non-venomous snakes at night amidst the crowds.
That may be why we have the snake symbol for medicine or healing in our modern hospitals and health centers.
